Coordinates and directs work of department’s experts;

provides implementation of the current legislation concerning protection of the rights of the childhood, protection of the social, property and housing rights of minors;

Reveals orphan children and children without parental support;

Holds communication with public inspectors of the childhood rights, the law enforcement agencies, the protection commission of the minors’ rights;

Controls procedures of adoption, establishment of paternity/motherhood, incapacity.

Is a representative on trials concerning the supervised questions, participates in the commission work for protection of the minors rights;

Plans work of tutorial council;

Carries out appointment procedures of guardianship of orphan children and children without parental support;

carries out public services: "Issue of references on guardianship", "Establishment of guardianship over the child – the orphan (children – orphans) and child(children), without parental support", "Appointment of payment for trustees for bringing up of the orphan child (orphan children) and child(children), without parental support", "Registration of the persons wishing to adopt children", "appointment of lump sum payment in connection with adoption of the orphan child and (or) child, without parental support" according to the approved standards and regulations;

Reports final analytical information dealing with the department work and institutions of education;

Provides the reporting on the supervised questions;
