Has arisen in ser. 50-ies. XX century. and was named after the academician, the scientist-physiologist Ivan Petrovich Pavlov (1849-1936). It is built up with two-storied and many-storeyed houses. There are: bus fleet No. 1, regional TV and radio company, radio and television broadcasting center (telecentre), secondary school No. 27, children's library No. 6, many shops, including Alatau trading house, bakery, hairdressers, salons, pharmacies, medical, financial and other service services, a center for public services.
